Flexible Funds

Flexible Funds are a state funding source from the Virginia Department of Behavioral Health and Developmental Services (DBHDS). DBHDS launched the Housing and Supportive Services (HSS) initiative to increase access to and availability of integrated and independent housing options for eligible individuals with an intellectual or developmental disability (I/DD). To support this initiative, DBHDS made one-time funds available to support eligible individuals in their efforts to transition to or remain in integrated, independent housing.

Funds can be used to offset expenses to obtain housing, such as application fees, security deposits, utility deposits, temporary rent, assistive technology/environmental modifications not covered by other sources, furniture, household supplies, moving expenses, temporary supports, direct supports to secure roommates/live-in aides or to locate housing that accepts rent assistance, and other expenses. Funds can also be used to offset expenses to maintain housing, such as emergency rent and utility payments, unit repairs, pest extermination, special cleanings, temporary relocation, and other expenses.

Eligibility:

Individuals age eighteen (18) and over with developmental disabilities (DD) who:

• are transitioning to and/or sustaining tenancy in a permitted unit type,
• are not living with their parents, grandparents or guardians, and
• are in one of the following categories:
  
  • transitioning from a skilled nursing facility, intermediate care facility, state training center, group home, or other congregate residential setting and meet the level of functioning for a Medicaid DD Waiver; or
  • receiving services under a Medicaid DD Waiver (either the Building Independence, Family & Individual Support or Community Living Waiver); or
  • determined eligible for and currently on a waitlist for a Medicaid DD waiver.

Availability

Flexible Funding is available in the following Northern Virginia localities: the Counties of Frederick, Clarke, Warren, Shenandoah, Warren, Fauquier, Prince William, Stafford, King George, Page, Rappahannock, Culpeper, Madison, Orange, Spotsylvania, Caroline; and the Cities of Manassas, Manassas Park, Fredericksburg, and Winchester.
